城市人才平台如何激发战略人才创造力?--基于资源获取视角的fsqca研究

摘要:战略人才是支撑国家高水平科技自立自强的重要力量,其创造力的有效激发成为理论界和人才管理实践关注的焦点。基于资源依赖理论,运用组态思维和模糊集定性比较分析(fsqca)方法,以290份武汉地区战略人才为样本,探讨了在组织内资源同源、同质、有限的情况下,城市人才平台中城市创新支持、组织网络能力及个体网络嵌入对战略人才创造力的联动效应及其作用路径。研究表明:单一维度不构成战略人才高创造力的必要条件,但网络能力中的高网络运作能力在激发战略人才创造力过程中发挥普遍性作用;激发战略人才高创造力有2种构型、5条组态路径,第一种构型为组织-个体网络嵌入型,由3个组态构成,均以结构嵌入和网络运作能力为核心条件,分别以关系嵌入、网络规划能力和物质性支持、情感性支持为边缘条件;第二种构型为综合协调联动型,均同时包含城市、组织和个体三重情境因素;在一定条件下,网络嵌入和城市创新支持、网络能力组合间存在替代关系。研究拓展了跨层面激发人才创造力路径的研究,提出政府应优化城市人才平台,健全城市创新网络,建立创新支撑体系;企业应加强网络运作能力,注重探索多种因素组合方式激发人才创造力,倡导组织内人才跨界交流与合作等管理启示。

how does the urban talent platform inspire strategic talents\'creativity?--a fsqca study based on the perspective of resource acquisition
abstract:strategic talents are crucial forces to support national sci-tech self-reliance and self-strengthening at higher levels, and effectively stimulating their creativity has become the focal point of management research. based on the resource dependence theory, utilizingcomparative analysis (fsqca) method, this study explored the synergistic effect and action paths of perceived urban support for innovation, organizational network capability, and individual network embeddedness on the creativity of strategic talents, taking 290 strategic talents in wuhan as samples, under the condition of homologous, homogeneous, and limited resources within the organization. the research shows that a single dimension does not constitute a necessary condition for high creativity of strategic talents, but high network operation capability plays a universal role in stimulating the creativity of strategic talents. there are two configurations and five configuration paths to stimulate high creativity of strategic talents. the first configuration is the organization-individual network embeddedness type, which consists of three configurations, all taking structural embeddedness and network operation capability as core conditions, with relational embeddedness, network programming capability, instrumental support, and emotional support as marginal conditions. the second configuration is the comprehensive coordination linkage type, which includes urban, organizational, and individual triple contextual factors simultaneously. under certain conditions, there is a substitution relationship between network embeddedness and the combination of perceived urban support for innovation and network capability. the study proposes that the government should optimize urban talent platforms, improve urban innovation networks, and establish innovation support systems. enterprises should strengthen network operation capabilities, focus on exploring multiple combinations of factors, and advocate cross-border exchanges and cooperation among talents within the organization. this research has expanded the study of cross-level paths to stimulate talent creativity, providing insights on how cities and organizations can better stimulate high creativity of strategic talents.
