碳交易背景下企业绿色技术创新和政府补贴策略研究

摘要:随着"双碳"思想日渐深入人心,如何实现生产低碳化,通过碳交易市场调控企业碳排放成为了新的热点问题。为考察并比较在加入碳交易市场后不同情景对企业绿色创新和政府补贴策略的影响,从多个系统要素出发,构建了企业与政府的博弈模型;并运用vensim软件进行动态仿真。结果表明:①企业在收到激励后会加速进行绿色创新,以期获得更多绿色收益。②政府的补贴和碳交易市场的开放往往会促进企业生产绿色化,但是盲目维持补贴力度会导致政府收益随之下降。这意味着,企业应提升绿色创新能力,加快转型速度,以获得更多收益。另一方面,政府应通过碳交易市场和补贴政策鼓励企业生产绿色化,但在后期需要把握鼓励力度,以免出现入不敷出的情况。

abstract: with the idea of "double carbon" becoming more and more popular, how to achieve low-carbon production and regulate enterprise carbon emissions through the carbon trading market has become a new hot issue. in order to investigate and compare the impact of different scenarios on enterprises\' green innovation and government subsidy strategies after joining the carbon trading market, a game model between enterprises and the government is constructed from multiple system elements; and vensim software is used for dynamic simulation. the results show that: ① enterprises will accelerate green innovation after receiving incentives in order to obtain more green benefits. ② government subsidies and the opening of the carbon trading market will often promote the green production of enterprises, but blind maintenance of subsidies will lead to a decline in government revenue. this means that enterprises should improve their green innovation capabilities and speed up their transformation to obtain more benefits. on the other hand, the government should encourage enterprises to green production through the carbon trading market and subsidy policies, but in the later stage, it is necessary to grasp the incentive strength to avoid the situation that the income cannot cover the expenses.
